The Ministry of Public Security and the Ministry of Transport recently jointly issued the "Notice on Strengthening the Safety Management of the Acceptance of Road Transport Less-than-Truckload Goods" (hereinafter referred to as the "Notice"), which includes developing a catalog of prohibited items for road less-than-truckload freight, issuing industry standards for operational services, and accelerating the implementation of real-name registration for cargo delivery. This is to promote the safe and healthy development of the logistics industry.

A list of prohibited items for road less-than-truckload (LTL) freight transportation will be developed, industry standards for operational services will be issued, and the implementation of a real-name system for cargo delivery will be accelerated... Recently, the Ministry of Public Security and the Ministry of Transport jointly issued the "Notice on Strengthening the Safety Management of the Acceptance Stage of Road Transport LTL Cargo" (hereinafter referred to as the "Notice"), promoting the safe and healthy development of the logistics industry.

The Notice requires that public security organs, together with traffic transportation authorities, formulate a catalog of prohibited items for road LTL cargo transportation, publish it to the public, and urge road freight companies to strictly control the items listed in the catalog. Road freight companies should accelerate the implementation of a real-name system for cargo delivery; consignees must present valid identification to collect goods; companies should retain information on waybills and consignees for more than 18 months for inquiries. Road freight companies and freight station (yard) operators should gradually explore and establish a combined inspection model of manual inspection and equipment-based random checks, and accelerate the implementation of full-process tracking and real-time query of goods.
