State Post Bureau Optimizes Express Delivery Business Operating License Process

On May 15, Ma Junsheng, Director of the State Post Bureau, presided over the 11th director's office meeting in 2015, reviewing and approving in principle the "Optimization Plan for Express Delivery Business Operation License" (hereinafter referred to as the "Plan"). Based on the existing licensing system, the Plan streamlines the approval process and shortens the approval time by clarifying authority, optimizing processes, and reducing time limits; it opens up a green channel to improve approval efficiency; and upgrades the information system to achieve process control.

Ma Junsheng pointed out that the licensing system was initially implemented to solve the problem of how enterprises could enter the market. Currently, the market structure has been basically formed, and optimizing licensing work has become a necessary measure to respond to the industry's development needs. Industry management needs to balance and handle various relationships, such as the relationship between opening the front end and controlling the back end, to truly promote the development of the industry in a vibrant and orderly manner.

Ma Junsheng emphasized that as a new economic growth point, the express delivery industry is playing an increasingly important role in national economy and people's livelihood. Government management departments should adhere to the simplification of government administration and delegation of power, deepen the reform of the administrative approval system, strengthen service functions, innovate service methods, optimize service processes, and further unleash market vitality and social creativity.
